Charlie Weston - City Manager

Charles W. Weston is serving as the City Manager and in that capacity he is responsible for the daily operation of the City. The Department Heads of the Public Works, Surface Water, Waste Water, Police and Fire Departments as well as the City Clerk, Human Resource Officer/ Grant Writer and Finance Director report directly to the City Manager. Mr. Weston also serves as the Personnel Director for all employees of the City. A major responsibility of the city Manager is the development and execution of the City’s $15,789,337 budget. Charlie was appointed City Manager in January, 2008.

Charlie has been a resident of Port St Joe since 2001 and currently lives on Cape San Blas with his bride of fifteen years, Betty Ray. They have 5 children and 7 grandchildren. He is a retired Army Colonel who served his country for twenty-nine years in positions of responsibility in numerous locations in the United States and overseas. He has a Bachelor’s Degree in Business from Virginia Tech and a Master’s Degree in Logistics Management from Florida Institute of Technology.


Jim Anderson - City Clerk, Office Manager

Mr. Anderson has been with the City of Port St. Joe since November 2008. As City Clerk his primary functions are records management and utility billing. His background includes approx. eight years with the Florida Department of Revenue before moving back to his hometown of Port St. Joe. He also worked as a Mortgage Broker for three years and served as a City Clerk for two and a half years. He holds a bachelors degree from Florida State University, a member of the Florida Association of City Clerks and the International Institute of Municipal Clerks.


Charlotte Pierce - Human Resources, Grant Writer, Cemetaries

Charlotte Maddox Pierce, a native of Port St. Joe, is a graduate of Port St. Joe High School and Jones College. Prior to her work with the City, she was employed by Florida National Bank for nine years and served on the Gulf County School Board for 16 years. In 2006 Charlotte was employed as the grant writer and coordinator for the City. She is also the human resource officer, is responsible for all City insurance matters and the sale of cemetery lots.


Mike Lacour - Financial Analysis

Mr. Lacour oversees accounting and purchasing functions for the City after 15 years of service as an Accountant in the telecommunications industry. His duties included financial reporting, budget forecasts, banking relationships, purchasing, and accounting support. Mr. Lacour earned his bachelor's degree in Business Administration from Southeastern Louisiana University.
